Still photos will not work as live wallpapers. Tap Camera Roll and then locate the image you want to use as your background. Pinch and drag the image to adjust how it appears on the screen.
When you find a wallpaper you want to use tap Set.
Press the Home button or lock your iPad to view your new wallpaper image. When prompted you can choose to set the image as a still perspective or Live Photo. Now select Virtual Background as shown in the screenshot below. Open Cydia and search for GIFPaper.
